After graduating in mechanical engineering (Dipl.-Ing.) from Munich’s Technical University (TU Munich), Gerhard Müller started his professional career at TÜV SÜD in 1989, where he was authorized as motor vehicle inspector.
Until now he held various management functions. With effect from 2011 he is Head of External Affairs and Public Policy at TÜV SÜD Mobility.

Since 2012, Gerhard Müller supports CITA, the International Motor Vehicle Inspection Committee. He has held the post of CITA president since 2019.
In his role he is dedicated to improving road safety and making traffic more environmentally friendly.

Gerhard Müller is currently engaged in the political discussion about the future testing procedures for automated driving vehicles and the associated use of in-vehicle data as well as the modernization of periodic vehicle inspection and emission testing.

The aim is to ensure that vehicles, even with the latest technologies comply with safety and environmental requirements over their entire life cycle. This is a prerequisite to make road transport safer, cleaner and more sustainable worldwide.

Christoph Nolte is Executive Vice President of DEKRA Group and Head of the Service Division Vehicles. In this role, he is responsible for DEKRA’s global vehicle inspection, testing, and certification activities, covering periodic technical inspection (PTI), vehicle compliance, and future mobility services.

With extensive experience at the intersection of vehicle technology, regulation, and road safety, Christoph Nolte is actively involved in shaping the future of vehicle inspection in Europe and internationally. His areas of expertise include the modernization of PTI systems, digitalization of inspection processes, software defined vehicles, electrification, and the integration of data driven safety concepts across the vehicle lifecycle.

Pascal Buekenhoudt

Measuring emissions in exhaust gases – experiences from Belgium and expected future changes

Pascal Buekenhoudt is an Industrial Engineer and holds a master’s degree in industrial company policy. He works as a Project and Innovation Manager at GOCA Vlaanderen, the association representing companies authorized to carry out statutory periodic technical vehicle inspections in the Flemish region of Belgium. He is responsible for the GOCA Vlaanderen Academy, which serves as both a training centre and an R&D hub. He introduced the PN emissions test in Belgium and works on a future NOx emission test. In addition, he is Vice-President Technical Affairs at CITA, the International Motor Vehicle Inspection Committee.

Tomislav Škreblin graduated from the Faculty of Mechanical Engineering and Naval Architecture in Zagreb, specializing in internal combustion engines and vehicle construction.
He began his professional career at the Gredelj Rolling Stock Factory, before joining the Center for Vehicles of Croatia (CVH) in 2002. In 2018, he earned his PhD from the Faculty of Mechanical Engineering and Naval Architecture, specializing in Industrial Engineering and Management.
With extensive expertise in Periodic Technical Inspection (PTI) for both heavy and light-duty vehicles, Dr. Škreblin is a specialist in registration procedures, accreditations, and the organizational management of PTI stations. He currently serves as the Executive Director for Technical Affairs at the Center for Vehicles of Croatia.

He is a graduate of the Faculty of Business Management of the University of Economics in Bratislava. He started his career in the banking sector – from 1999 he worked at Tatrabanka, from 2002 at Slovenská sporiteľňa, he also has experience in the capital market – he led a company trading in securities. He gained management experience in the insurance industry as Chairman of the Board of Directors of Poisťovna Slovenská sporiteľňa (2010 – 2017). Manager for Motor Third-Party Liability (MTPL) Market Optimization at the Slovak Insurers’ Bureau

Manager responsible for the optimization of the motor third-party liability insurance market. He has over 25 years of experience in the Police Force of the Slovak Republic, where he focused on vehicle registration and other information systems of the Ministry of the Interior. He concluded his service in March 2024 as Director of the Department of Documents and Registries at the Presidium of the Police Force. Since May 2024, he has been working as a manager at the Slovak Insurers’ Bureau, where he is actively involved in developing systemic solutions to reduce the number of uninsured vehicles in the Slovak Republic.

Juraj Hudec

Professional supervision as a tool for eliminating unfair practices and supporting healthy competition between MOTs

“He received all three degrees of higher education at the University of Žilina, Faculty of Operation and Economics of Transport and Communications, where he received the scientific academic rank of PhD. (doctorate) in the field of Transport with a focus on improving the quality of the activities of technical inspection stations and improving road safety. He has written several scientific articles in this area and continues to use his knowledge in the academic field in lecturing and guiding students in their final theses.

Juraj Hudec gained his many years of work experience mainly during his 20-year tenure at the Ministry of Transport of the Slovak Republic, where, as Head of the Department of State Supervision and Supervision, he coordinated and carried out inspection activities in almost all areas of transport, including technical inspection stations. He also served as Vice-Chairman of the BECEP working group for improving road safety. In the past, he also briefly held managerial positions in the automotive sector and in the field of financial control. As part of his work, he actively fought against unfair practices, fraud and corruption.

Currently, Juraj Hudec works in the technical service of technical inspection and expert organization (road transport department) TESTEK, a.s., as the head of the department of professional supervision and head of the inspection department. The aim of his work is mainly to detect and eliminate unfair practices in the performance of technical inspections, to propose measures for their elimination and thus contribute to increasing road safety.

He has been working in the field of emission controls since 2001, currently as the Executive Director of the Technical Service for Emission Controls in the Slovak Republic. He is responsible for the methodological integrity of processes and the activities of the technical service. In his work, he focuses on modernizing the performance of emission controls and their implementation into practice with a view to increasing the quality, objectivity and transparency of the entire system in accordance with standards.

An expert in legislation and the vehicle inspection system with extensive experience in both state administration and technical service. After graduating from the Faculty of Technology of the Slovak University of Applied Sciences in Nitra, he worked for six years as a state councilor at the Ministry of Transport of the Slovak Republic (State Transport Authority). Here, he participated in the creation of legislation, approval of vehicle types and, among other things, also served on the state examination board for the examinations of vehicle inspection technicians. Since 2018, he has been working in the Technical Service of Emission Control, where he was entrusted with the establishment and subsequently the management of the Department of Professional Supervision. In his position, he is responsible for the compliance of application practice with legislative requirements and oversees the integrity of the performance of emission inspections in Slovakia with the aim of constantly improving the quality and transparency of the entire system.

Expert in vehicle design, diagnostics and repairs with a focus on linking these areas with emission system control. After graduating from the Faculty of Technology of the Slovak University of Agriculture in Nitra, he joined the technical service of emission control in 2007, where he worked in the department of technical support for emission control workplaces and technicians.
Since 2016, he has held the position of head of the department, within which he is responsible for the development and verification of emission control methodologies, as well as for defining technical requirements for measuring equipment. His professional focus is on ensuring methodological integrity of processes and implementing modern diagnostic procedures into practice. He actively represents the technical service in international institutions, where he participates in professional dialogue in the field of vehicle controls with a focus on environmental control.
